They serve different primary functions

A switchboard primarily distributes and protects electrical power through incomers, buses, and feeders. A control panel primarily executes monitoring and control logic through controllers, I/O, drives, relays, and operator interfaces. A project can use both, and a packaged assembly may place them near each other, but their design inputs are not interchangeable.
